Cannot delete folder "File in use by another program"

I closed everything, but Windows refuses to let me delete this specific folder.

Open Resource Monitor, go to the CPU tab, and search for the folder name in the "Associated Handles" box. It will tell you exactly which hidden background process is locking it.
