App Store won't download apps on iPad 2

Trying to download Netflix on my old iPad 2 but it says it requires iOS 14 or later.

The iPad 2 is obsolete and capped at iOS 9. Developers no longer support it. You can only download older versions of apps if you previously "purchased" them on a newer device with the same Apple ID.
